Fix site editor frame artifacting

As work on background-image tools is rapidly progressing (with new features landing in 6.6), questions are starting to emerge around how these tools can upgrade existing tools present in the Cover block Block is the abstract term used to describe units of markup that, composed together, form the content or layout of a webpage using the WordPress editor. The idea combines concepts of what in the past may have achieved with shortcodes, custom HTML, and embed discovery into a single consistent API and user experience., and moreover look to the future where stacked backgrounds should happen. One question that needs answering is whether the feature is a panel and a tool (present case) or a tool part of another panel. One idea: rename the Color Panel to Color & Fill:
